Why do there have to be any restrictions on shorting, there are no restrictions on buying a stock. If a company has bad news such as poor earnings, reports of fraud, or other negative corporate developments, why should I not have an opportunity to short the stock at any price? If a stock has good news, there is nothing preventing me from buying the stock. It should be the same for shorting. I'm against any restrictions on shorting.
