To Whom It May Concern:
I totally favor putting restrictions on short selling again. I favor permanent, market -wide restrictions based on the last sale price ("proposed uptick rule" similar to former Rule 10a-1).
Short selling needs strict regulations, STRONG OVERSIGHT and stiff penalties (not wrist slaps) for violations should these proposed regulations be implemented.
