Please reinstate the "uptick" rule to stop professional traders from shorting illiquid, small cap companies. As these small companies, more than the bigger one, need a stable environment to raise capital and keep business going. Microsoft and Intel both started as small cap companies.

In addition please look into frequency trading, front running, naked short selling as practiced by the big banks on wall street.

Without faith from the average investor, there will be no market at all.
