Dear Chairman Shapiro,
I urge you to require -and enforce- that "short selling" be returned to "covered" and "on the uptick". This was the Rule during the many years that spanned my career and coincided with a period of market integrity and respect for man-in-the-street investors and democratic market mechanisms. Today's "Market Players and Fat Cats" have effectively shouldered aside the Rules that protect small investors. It is YOUR RESPONSIBILITY to return the markets to a fair transaction-ground.
Please do not delay. I worry that there is not much time, as so many are hurting and despairing.
