Dear Sir:
Please re-instate the uptick rule ,along with the circiut breakers.
I have traded the market for years.
Prices of a stock do not seem to be based on earnings or quality of company.
they are determined by large traders,either by walking a
stock up,or shorting it down.
This,along with the rumors about a stock determine its price.
Small individual trades don't stand much of a chance.
Hedge Funds,Bankers and Brokerages have almost ruined this economy,and this country.
