For restriction on short selling I would vote for the circuit breaker approach
To go a step further, I would like the second alternative ---- circuit breaker rule that would trigger a short sale price test rule be based on the last sale price for any security for which there has been a severe price decline.
Hope you implement this rule ASAP
Also naked short selling, this is killing us, need some restriction on that as well.
