Dear Madame or Sir:
I do not believe you need a month to prepare a new uptick rule and another three to six months for public review.
It is quite simple make the uptick .10 (ten cents) and put the new rule in effect immediately.
Senator Dodd and Congressman Frank want the rule installed by April 1, 2009.
I think the individual investor is entitled to this protection immediately.
