This is a no brainer: put a circuit breaker on short selling,and bring back mark to market.
If the SEC is unable to do this simple thing:it will continue
to bolster the image that it has no regulatory teeth,and deserves to be disbanded as a regulatory agency.
Look at the trend of the stock market after the "up-tick" rule
was waived in 2007.This waiver helped drive the market down,and keep it down.
