The uptick rule needs to be reinstated as soon as possible. A reinstated uptick rule will help restore confidence to the market. In the greater scheme of things the average investor who continues to fear investing in the market will have little hope of living with a even a modicum of financial security in their older years, as social security will not be insufficient or non-existent and low rates of return will decimate any meager savings through inflation.
