If you want to bring back the small investor in large numbers to the stock market you will reinstate the old uptick rule that work so well for the last 70 years. Do not go halfway with some modified version.
You also need to enforce naked short selling rules that have been ignored and has done so much to ruin the market during the last 2 years.
