As I understand it the uptick rule was put in place after the "Great Depression" as a limiting factor in place for the purpose of leveling the market between the small investor and the large corporate entities.
If the market is meant to be an economic generator of wealth for individuals you will re-instate the up-tick rule, if not the stock market can only be worked by corporations and large investors.
Without the uptick rule large investors have an advantage because of there understanding and information gathering abilities the small investor does not have, even with all the information access today.
The up-tick rule served a purpose for over 50 years in leveling the playing field please bring the rule back so small investors are again protected from heinous short selling.
