It starts with YOU as a body to apply policy for the market to obey. Short sale is in principal cheating policy "in simple word for you to understand". This is created for some to manipulate markets and that is going back to haunt you. USA can not afford this rule, as by now all of the world know how to use it and is putting USA economy in bankrupt stage.
STOP shorting rule
