You are ignoring the real problem here and that is the illegal activity known as Naked Short Selling. The laws are in place and they should be enforced. Anything you do outside of that is nothing more than a bandaid on an open wound.
NSS allows crooks to steal our hard earned investments and continues to destroy every small business out there. Still you do nothing and that leads me to believe you are part of the problem instead of being part of the solution.
We the People will not stand for this type of behavior from the very organization that is suppose to protect us.
Transparency of the truth will expose you for who you are.
