I see no reason to delay reinstating the uptick rule. An updated version needs to be put into place as soon as possible. More importantly, naked short selling, counterfeiting or failures to deliver (whatever you want to call it) must be stopped IMMEDIATELY. It is blatantly CRIMINAL. Inaction will only implicate cronyism and deepen distrust.
