Bring back the plain old Uptick rule, it has worked fine since it was instituted, until it was eliminated. The rules elimination certainly allowed the short sellers to crush many stocks unfettered, in this latest stock market crash. It gave them a huge advantage over us retail investors. It is needed to assure the individual investor there is a level playing field, and stocks won't be crushed in lightning bear raids, by the short sellers
