Dear Madam Chairwoman,
I am a relatively small investor, who often (very often) feels at the mercy of the market makers and money management firms. I request that the SEC consider imposing explicit requirements for brokers, money managers and market makers to have written/electronic approval from its clients to lend stock for shorting purposes. This requirement should be clearly identified for investor approval as opposed to being buried in standard terms and conditions that may not be carefully read or understood by the retail investor.

Thank you,

Joel Kahaner
