- I think any pricing or uptick rules are doomed to failure as the SEC determined a few years ago.
So how about this: Do not allow any short term LOSS to be offset by any short or long term gain or income
This will make investors, day traders, mutual fund managers, and hedge fund managers, more careful, since they would have to absorb the entire loss. Volitility and careless speculation would be reduced. Let the "market" decide, rather than a set of complicated rules.
Unfortunately, this does require congressional approval.
