I am a retired, small-time investor. Unfortunately, I own a stock which has been all but destroyed by shorting/naked shorting. I am certain that had the uptick rule been in effect over the past year, this would not have happened - at least to the extend which it has. If someone is going to short, they should be required to prove legitimate ownership.

Unfortunately, there is a perception by many that the SEC doesn't care about small investors. This may be wrong, but it is the perception.
