Reinstate the uptick rule. It is needed for small investor confidence of a even playing field. Prohibit and prosecute naked short selling. This is destroying markets and investor confidence and leads small investors to just leave completely. The market seems fixed without these controls.It seems major institutions are destroyed by unrelenting short selling and economic and market upheaval.
