I strongly recommend we reinstate the traditional uptick rule required before any short selling, I agree with implementing a specific circuit-breaker rule to defend select stocks under attack, and I strongly recommend NO naked short-selling any stock sold short must be owned. Without these safe-guards, stock market manipulation will be improperly encouraged.
