Dear SEC:
Although I am an amature investor, I know enough to have been amazed when I heard several years ago that the up-tic rule had been repealed. I understand that electronic trading in multiple markets presents difficulty in controling and administrating the up-tic requirement but everything must be done to accomplish it in order to prevent another market meltdown aided by "shorting" manipulators.
