I have seen first hand how the combination of the demise of the uptick rule and no enforcement of existing short sale rules can hold down or destroy a stock. The little guy gets taken to the cleaners while institutions manipulate the market. I strongly recomment re-enstatement of the uptick rule and not only actual enforcement of short sale rules but a tightening of short sale regulations.
The current environment leaves a feeling of mistrust and disgust with the average stockholder/investor.
