please seize the opportunity to reinstate the uptick rule. the absence of this rule allowed aggressive forces to destroy the value of vulnerable stocks and with their value destroyed it has decimated the vast majority of ira portfolios in the us. please reinstate the uptick rule. respectfully submitted by george r best m.d.
