Reinstate an uptick rule which would prevent the ability to continuously drive the price of a stock down. I recognize the penny spread has changed the dynamics of an uptick, however the ability to sell order on top of order has changed the market such that no way can a small investor step in the way of a falling knife. I urge you to reinstate an uptick rule such that no large leveraged investor can manipulate the market with no regard for the implications.
