Do not do anything but the following:
1) Ban naked short selling.
2) If you implement an uptick rule, also implement a downtick rule, it's only fair (not sure how trades would happen then).
Why do you think that people can make money from only going long? Why are shorts considered liars in order to make stock prices fall? Do you think that companies/other investors don't lie in order to prop stock prices up? Grow up folks
