The uptick rule was put in because bear markets can create panic and destroy the economy, along with entire companies. You seen a perfect example of this last year. I'm amazed and shocked that this hasn't been reinstated, it doesn't stop anyone from shorting, but it will help stop an economic collapse when mass fear is spreading.
