As a small investor, I had my 401K stocks were driven unmercifully down to $1 by shorters (Hedgies). 34% of the float was shorted. Also there appeared to be naked shorting. Its a no brainer the uptick rule would have helped. Naked shorters must prove that they have access or own the stock.
