My opinion of the recent severe market decline in banking stocks is partially attributable to large hedge funds, moneyed traders, as well as others being able to transact "naked short sales". Naked short sales should be prosecuted.

Reinstate the "uptick rule" and give some equilibrium to the markets.

I'm a small investor who trades for my 401K. There are a lot of investors such as myself in the market. Give us some protection from predatory hedge funds. Level the playing field.
