Ms.Shapiro,

As most Americans, the majority of my retirement funds are invested in the stock market in one way or another. I have worked a lifetime to put these funds away. Over the past 18 months I, as many others, have seen the value of my investments plummet precipitously. I believe that removal of the uptick rule by the Bush administration was one of many serious errors made by that administration and contributed significantly to recent rapid declines in the stock market. I implore you to re-implement the market wide approach Proposed Uptick Rule. I am also hopeful that along with implementation of the Proposed Uptick Rule your offices will once again begin to vigorously enforce SEC rules intended to protect retail investors thus encouraging their continued participation in the stock market.

Sincerely,
David E. Dickson
