The SEC needs ro restore the Up tick rule for all stocks in both up and down markets. Billions of dollars in private wealth has been lost and reolaced with spending and higher debt.
More importantly, all financial devices which allow for naked or uncovered short sales must be eliminated. Strong enforcement of these rules is required to eliminate market manipulation
