Go back to the way it was. Bigger problem is Naked Shorting and Failure to Deliver. Make the penilties punitive for those abuses. Or make the shorter get ahold of the shares before they can short. Legitimate shorts play a useful role but the ones who know nothing will happen if caught naked shorting are the ones who screw things up. This should include MM and instutions who naked short.
