If you wish to restore credibility to the capital markets,you need to either reinstate the uptick rule or begin arresting all of the rumor mill "analysts",bloggers, and stock board posters bashing stocks based upon false and fraudulent information. It seems to me that the former would be easier,since there are not enough jails for the latter. While you are at it get rid of ultra short mutual funds since they are a backdoor to circumventing IRA rules prohibiting short selling.I believe you have lost a whole generation of potential stock investors who witnessed the 2007-2008 fiasco, a generation which has watched their parents retirement funds evaporate.
