Reinstate the uptick rule as it was introduced during the depression. This is imperative to restore faith in the markets so the small retail investor can have some chance at an even footing and restore his 401K/IRA's and general security holdings.
Restore and enforce the rule to where it was before it was lifted by the last administration so as to stop the destruction of companies and the capital markets.
