Bring back the Uptick Rule - Not the modified version. Do this so that the average investor will have a chance in the market. Americans are on the hook for billions of dollars, used to keep the banks afloat, while short sellers kept hammering them down. If you expect average investors to again have confidence in the market, you must reinstate this rule.
