Dear Securities and Exchange Commission,
The small investor is getting hurt by the advantages given to the short sellers. Please seriously consider reinstating the uptick rule and enforcing the rule requiring short sellers to preborrow shares before selling short, not just for Fannie Mae and Freddie Mac, but for all stocks.
