It should not be very difficult to see that there are only few stocks which appear on SHO list. if this was some random event than it should be highly correlated with the float or some kind of volume increase etc...

We can not allow Naked shorting on any stock for indefinit time there should be time limits after which naked shorts must cover there postions and allow stocks to find there natural equlibrium...

Naked shorting breaks the supply demand equlibrium and should not be allowed.

LDK stock would be good example to look at..
