I have one word for regulations like this = Poison.
I'm a student and first time entrepreneur. I have my whole life ahead of me in which I intend to pursue entrepreneurship solving problems, creating jobs, etc... and to put these new laws in place would SIGNIFICANTLY hinder and possibly prevent me from building and growing companies that can make a difference in this country.
As quoted from my peers, "Startups will decide that these rules are so difficult to follow that they will raise money privately lowering their chances of raising money and moving their conversations to forums that can't be tracked by the SEC." Like I said, I'm a student and I consider myself an entrepreneur and great problem solver. These rules you are proposing will be another problem that I will have to solve, and in turn will poison the system even more.
