Anyone who pines for the return of fractional prices or nickel wide tick sizes is simply looking to line their pockets. As an individual market participant, I personally refuse to trade in any market for equities or equity options that is not penny wide. In this day of computerized technology, there is no reason to advocate for nickel wide bid/ask spreads or the end of decimalization.
Anyone who thinks this will increase liquidity is overlooking the fact that it will decrease volume, and kill off whatever volume is left. Americans do not participate in the markets because they perceive that they are being scammed, this would be the final confirmation.
Remember the individual investor that you serve, we do not want to lose 10 dollars per hundred shares in slippage for every trade.
