By increasing the minimum increments of trading to incent the dealer community to be more involved in smaller cap stocks, you are encouraging flippers to step in front of investors. The increased volume may look like more liquidity but it is the result of middlemen taking a slice of revenue and making it more expensive to invest. This does not sound like progress. Markets naturally get the liquidity they deserve. Please remember who your constituency is.
