The Jobs Act doesn't meaningfully create Jobs if the requirements to solicit funds are too strict...regarding investor suitability...and possible penalties for knowing 100% of the intricacies of the law. ..to comply with. Ideally a business owner can solicit to anyone and not have potential business killing reprecussions if the business owner is amiss with a technicality in the materials used. The solution to mitigating some or most of the implied risk will be to have a built in protective set aside fund or sinking fund in a proven conservative business within each exempt offering...to back stop any potential loss by the venture seeking funding.
