Naked shorting should be made illegal for all. Allowing Market makers to naked short to keep the market stable is BS. If there is a large disparity of buyers to sellers and you fell it is getting out of hand then trading should be halted until it stabilizes. Market makers should not be given the power to control the price of a stock
