SEC Comment file 4-637

Dear Comment file 4-637,

Information about the political activities of publicly traded corporations must be made publicly available so that investors can exercise their responsibility to make informed decisions regarding their investments.  Corporations must provide their stockholders with the information necessary for corporations to remain answerable to their stockholders.  Likewise a free market requires that potential shareholders have sufficient information to make an informed decision about whether they wish to become shareholders.  In a capitalist system, the stockholders must be kept as the ultimate center of power, and the executives and board members must be prevented from operating in a manner hidden from view of the stockholders.  A capitalist system cannot function in a honest manner if corporations are permitted to be black boxes free to lie and/or mislead their own stockholders.

Sincerely,

Keith Burgoyne
