I feel that all the laws in the world will not deter dishonorable individuals from finding a way to do dishonest deeds. The sad reality is that you can not legislate morality. The key is effective enforcement and oversight. My Broker Dealer doest periodic and random compliance reviews to make sure that I am doing what I am supposed to be doing. That said, it is up to me to do the right thing when no one is looking. Good luck figuring out how to regulate integrity.
