I am a constant and repeated victim of emails promoting pump and dump stock scams. Repeated efforts to find the true promoters of these frauds is difficult, if not impossible, to find. They go to extreme lengths to hide their true identities and conceal their interests, often hiding behind the privacy policies of large brokerages, who, of course, profit from these fraudulent transactions in the form of increased fees.

In my opinion, the only way to stop this fraud is to take the profit away from the fraud promoters and their spamming accomplices.

I urge you to adopt the most stringent possible requirements on stock promoters and impose the harshest available punishments for those who engage in this fraud.

If you pursued these spammers with the tenacity you pursued Martha Stewart, the spam would have ceased long ago. The size of their enonomic crimes make the Stewart case appear utterly trivial.

Sincerely,
B. Higgs
