Explanation of Responses:

1. The Reporting Person is an executive officer and director of CIMSA Ingenieria de Sistemas, S.A. ("CIMSA"). CIMSA has the right to nominate a representative to serve on the Issuer's board of directors. The Reporting Person currently serves as CIMSA's representative on the Issuer's board of directors. Reference is made to CIMSA's Schedule 13D dated June 25, 2007 relating to the Issuer's common stock, as filed with the Securities and Exchange Commission on June 27, 2007, for further information regarding CIMSA's right to nominate a representative to serve on the Issuers's board of directors. The Reporting Person disclaims beneficial ownership of the securities held by CIMSA.
