Explanation of Responses:

1. As of the date of this Form 3, Western Refining Southwest, Inc. ("WRSW") directly holds a 100% limited partner interest in the Issuer. WRSW may also be deemed to beneficially own a non-economic general partner interest in the Issuer through Western Refining Logistics GP, LLC, a wholly owned subsidiary of WRSW.

2. This Form 3 is jointly filed by WRSW, Giant Industries, Inc. ("Giant") and Western Refining, Inc. ("WNR"). WRSW is a wholly owned subsidiary of Giant, which is a wholly owned subsidiary of WNR.

3. Giant may be deemed to beneficially own WRSW's interest in the Issuer through its ability to control WRSW. WNR may be deemed to own WRSW's interest in the Issuer through its ability to control Giant.

Remarks:

WRSW has the right to appoint all of the directors of the Board of Directors of Western Refining Logistics GP, LLC, the general partner of the Issuer. WRSW is a wholly owned subsidiary of Giant, which is a wholly owned subsidiary of WNR. Therefore, each of WRSW, Giant and WNR may be deemed a director by deputization.
