Financial institutions that accepted State aid within the context of the crisis have been required to submit a restructuring plan to the European Commission ING has submitted its final plan which was developed in close cooperation with the Commission. Considerations to execute a full separation ING Bank and Insurance have administrative agreements, for example to allocate overhead expenses, that need to be formalised with "arms length" contracts.
